 President and CEO, Bob Blouin is an executive manager with 35 years of worldwide experience in corporate, commercial and military aviation operations. He served as Senior Vice President of Operations for the National Business Aviation Association (NBAA) and Vice President, Technical Operations for Bombardier.
In 2005, Mr. Blouin was a founding member and continues today as the first president of the Greater Washington Business Aviation Association (GWBAA). GWBAA was created to represent the interests of business aircraft operators in Virginia, Maryland, and the District of Columbia (see www.gwbaa.com).
SkyGroup’s Blouin actively promotes the secure and safe operations of business aircraft operators in coordination with the GWBAA Board and as a regional affiliate of the NBAA. Mr. Blouin continues to work under contract with the International Business Aviation Council (IBAC), as their Manager of Safety Awareness. Blouin was an early and continuing proponent of, and a major contributor to the creation of the International Standards for Business Aircraft Operations (IS-BAO).

IS-BAO is a code of best practices that promotes highly professional operational practices created to build upon the excellent security and safety record established by best-in-class business aviation operators.
While at NBAA, Blouin developed a comprehensive security program with TSA and has been the industry contact and continuing proponent of the TSA Access Certificate (TSAAC) program. As such, Blouin was instrumental in TSAAC’s early formation of policies, procedures and hands-on operator training. Additionally, Blouin conducted hands-on TSAAC training at White Plains, NY, Teterboro and Morristown, NJ, and continued to promote and enhance the program through 2004.
In April of 2006, SkyGroup’s Blouin co-authored “Aircraft Operator Guidance for Access to DCA,” a useful outline that facilitates and coordinates the application process for securing access into the DCA through the DCA Access Standard Security Program (DASSP).
